Ensure that Universal Design for Learning principles are utilized when designing highly inclusive lessons, instructional activities, and educational environments to increase active engagement of all students as measured by fidelity of implementation screening tools and Best Practices in Inclusive Education data-gathering tool.
Barriers - Funding for technology is primarily going to general ed
Professional development around technology is mostly geared to general ed
Mindset that anything for students with disabilities must be funded by IDEA
Not included at the decision making table on how funds are spent for technology support and professional development,
Lack of awareness of what UDL is.
Incorporating technology at post secondary - pre-service needs more emphasis on the importance of AT and UDL
Awareness and buy in for UDL - Know the letters but not what it means
No time for training, release of staff to engage in meaningful training
General ed often hands off UDL to ESE
No clear and consistent understanding of how FDLRS and the ESE dept should work together.

Activities -
Provide a clear understanding of the responsibilities of the FDLRS Centers in relationship to collaboration in identifying the needs, planning, implementation,
Information, paper, to IT departments on support for UDL, use of technologies from a statewide perspective
AT and UDL technologies need to be included in all surveys that are going out regarding technology in Florida
Can we use 1108 to help drive the statewide technology directives to include support for implementation of AT and UDL technologies?
Need to identify specific formats for UDL needs assessments, guidelines, awareness presentation that every center could offer to their districts.

Ensure that districts provide accommodations, assistive technology, accessible instructional materials, and instructional scaffolds to students with disabilities in accordance with their individual educational plans (IEP) for the purpose of increasing access, participation, and progress in effective core literacy and STEM instruction as measured by monitoring and compliance activities.
Barriers -
Schools don't know what it is, who to contact, and will not take ownership of assistive technologies. They don't have buy in.
Language is not present within the text book adoptions regarding truly accessible materials. Formats HTML5, Web 2.0, Math ML
Staff are not aware in schools that they have accessible books available. They may see it as materials the student can use at home but not in the classroom.
Disconnect between STEM and core curriculum. Silos.
ESE is brought to the table as an after thought.



Activities -
Principles and administrators need to be graded, held accountable, on how they implement AT and AIM.
Guidelines for including ESE personnel as voting and veto members in the textbook adoption process - Include LATS in description of ESE personnel to be included
Guidelines for contract language for textbook adoption
Provide a video that explains accessible instructional materials and how to ensure AIM is considered in the textbook adoption
Develop language that would support change if coded in statute.

Funding for -
Need networking meetings, work groups, where you come up with tools, materials, products.
AT Credential system -
Pre-K communication devices, tools, training, support
Waiting list for the loan library
Can UDL, text-to-speech, be a line item
Can the state fund statewide text-to-speech
Re-establish satellite labs with articulated focus
Race to the top
Need videos for all the equipment in the lending library as to what they can be used for, effective uses
